alert() is a javascript function and can be called in any of the same ways as other javascript functions.

If you just want to have an alert box shown you could simply do

BTN_Restart.Attributes.Add("onclick", "javascript:alert('Everything has been reset');")
 

If you don't want the button to submit to the server side (just want the button to display an alert box and nothing else) you could just create an HTML button and set the JavaScript there...or set the HTML button runat='server' if you want to set the JavaScript code dynamically.
