FrontPage Server Extensions are extension programs/features to IIS that give
it features it doesn't normally come with. IIS can grant VS.NET access to a
virtual directory using these extensions or the normal file share that the
folder has. It seems like the production server you want to deploy to, has
not been configured to use the FPSE as your local machine has.

You can always just manually move the files.
