By you originally (although your starter post seems to be missing).

And it was already stated, by multiple people, that you are missing the concept of C# running your backend in ASP.NET. You will need to use html/javascript(or vbscript, or some other client script) to pop open new browser windows at your client's side.
C# code ONLY runs on the server side, Active Server Pages (ASP).

I am still under the impression you are trying to get around browser's ability to squash javascript calls (and block popups).
