socket binding problem for Windows Vista

In the following code:

for (int port = 10000; port < 10100; port++)
{
bind( socketID, (SOCKADDR*) &addr, sizeof(addr) );
}

socketID is a socket that has already been created. For Windows Vista,
if the port, 10000, is not available, the next 99 binding attempts in
the for loop are failed. The error code is "10022: Invalid argument."
However, for Windows XP, this problem does not happen. The for loop
can always successfully bind to the first available port within
10000-10100.
What is the problem? Has anyone encounter the same problem?
