C#-CFv2 How Do I Configure TCP/IP Settings without Restart

I need to replace the Network Setup dialog on a Windows CE 5 device. I am working in C# agains the Compact Framework v2. I am also comfortable in C++ agains the Windows APIs. I know how to change the registry to effect the TCP/IP setting for my device. What I am looking for is how do I cause the settings to take effect without restarting the device.
