Putting an .ini file in System32folder using CustomActions in .Net Setup Application

The appliaction is a Windows Service Setup Application.
Language: VB .Net

In my application there is a .ini file which needs to be configured before the Service application is started. I want to configure it at the time of installation.
Do I have to create a separate .exe file, that is used to Copy the .ini file to System32 folder through the CustomActions editor in .Net 2005 Or I can do it directly from Custom Actions editor. If yes; how do I do?
