Number Formatting in ( HTML & C# )

Hi all ,

I'm good in HTML but bignner to ASP.Net & C#

I'm designing a Stock Market Roller . the interface is HTML <marquee>

inside the marquee :

Change is a value ( integaer of 4 digits ) and I want to apply the following format to it ( #,### ) do I need to change the DataBinder in the CS file or I can do it directly in the HTML front side???
