The Process cannot access the file....because it is being used by another process

I am building a windows app and want to update IDE3 tags. The whole operation works fine, except for when I have Windows Explorer open and the a file highlighted. When the situation is liek this, my app falls over when trying to read the file. When I close explorer, everything is fine again.

Here is my snippet of code to open the file:

How can I open the file in read/write access, or determinif the file is being used in the first place?
