WCF userNamePasswordValidationMode without certificates

Can the WCF userNamePasswordValidationMode="Custom" be used without
certificates, SSL, etc?

From the sample in:
TechnologySamples\Extensibility\Security\UserNameP asswordValidator, I removed
all the items related to certificates and the service will not start stating
that "The service certificate is not provided. Specify a service certificate
in ServiceCredentials."
