Device development with CF 2.0

Can I develop CF 2.0 SP2 apps via Visual Studio 2005 targeting Windows Mobile
2003? Is Windows Mobile 2003 basically Pocket PC 2003? Can I use the same
emulator? The app will use Web Services over an 802.11 b or g network, so is
their a mobile platform that is more conducive to this scenario (i.e. easier
configuration, better security, etc.)?
