How can one use CAS policy to disable/control process creation in .net?

How can one use CAS policy to disable/control process creation in .net? I mean lets say you are executing a.exe and load another library b.dll and pass on control to that library now what you want to do is not let the library or function implementation in that library create a process using Process class or by internally calling cocreateprocess from unmanaged way. Is there anyway with or without using the CAS policy?
