Help in VB.Net wid backend: PostgreSQL

We r working on a Visual Studio2003 ...front end as VB.NT and back end as :PostgreSQL..
nw the problem is: IM trying to upload the data using web syncronisation......
Nw it is being done through the SSH( SECURE SHELL)

im getting an error stating tht : No Connection could be made because the target machine actively refused it....
