validate a credit card number's length and first digit input

What script would I need to write (vb.net) to validate a credit card number's length and first digit input to a text box (i.e., Visa Length=16 digits, first digit starts with a 4)?

Hi, is this some kind of homework assignment that you are trying to figure out? If you are really building a credit card solution for a webserver, the company you are using to process your credit cards should provide you with some kind of SDK to process those cards. Look at PayPal's developer center, they have an extensive library for interfacing with their system.

Homework assignment- doesn't need to be fancy with check sum digits.
