pdf text to dot net page

I have a big document that is currently a pdf. I am turning it into a web
page so users can fill it out online, print and enter a record in our
tracking database, all at once.
Here’s the problem: I thought I could re-create the form in dot net by using
copy & paste, but copy & paste are not being my friends. Each time I try, it
only copies in part of the selection, usually up to the end of a line. I'm
trying to copy paragraphs or even full pages, so this is frustrating, to say
the least. I don’t want to re-type 10 pages; there’s got to be a better way.
Any suggestions would be appreciated. Thanks!

I was able to track down the person who had the original Word document that
the pdf came from and just add that to the project. Then I'll have vb run a
merge with the Word doc. Thanks, though!
