.Net Framework Bootrapper problem

To be as brief as possible, I have used the setup.exe bootstrapper that Microsoft recommends to install the .Net Framework. Just today I tried to use it to install one of my Window Apps. When the CD loads (my method of distribution) , the bootstrapper is running a silent install of the .Net Framework 2 EVERYTIME! As you can imagine, the wait time for install to complete is outrageous. I've been searching all over the web and haven't found nothing to nail this problem down. Anybody have an idea?
