WinArpSpoof and CbuildPacket

Winarpspoof is an exe prog that can be used to spoof the ARP table of the hosts in a LAN. It uses CBuildPacket Class to build and send the ARP packets. Fron the link below,

the exe prog and the engine code for the winarpspoof, which is CBulidpacket cn be downloaded. Can anyone explain to me what's happening in the codes of CBuildPacket? and it says that i need IPHlpAPI library in Platform SDK to use this CbuildPacket class. Can anyone tell me where to find the library as i cnt find it in the library folder installed with my Microsoft Visual Studio .NET 2003 software..

i need to develop a program using this class which can function like winarpspoof but it must run in the background instead of with user interaction like winarpspoof.Thanks..
