You're going to have to be a little bit more descriptive than this. Don't you just start a new VB.NET windows application project? That will set you up with a default form.

What are you trying to do?

hmmm i know how to make new project but i want to tutorial for it will u tell me hmmm where i download it can i give me simple code of VB.net 2003 any thanx for reply me

I'd recommend checking out the msdn library.
I found it to be a great resource when I was first starting out and still use it regularly today.

To get you started check out some samples here
