Remove start and end tag from XML file

i hav e certain xml file in form
<Record>
<Name="ABC"/>
<Address="XYZ"/>
</Record>


Now i want to remove <Record> and </Record>

I know the o/p file willnot be xml file ..
but still i want to do so..
can you help me...
