Webform Problem

Hi

I'm new to .Net
I have a problem and i can't solve it.
I have to make a Web Form with visual basic.
On this form i have to add a Panel, normally I can just drag and drop.
but in this case i have to add it after the values of the x and y position are filled in and the submit button is pressed.
so it has to be created Runtime.
With java or a normal form in visual basic .Net there is a method called .setBounds(), but with this webForm i have not..
Doen anyone know how to do this or is it impossible?
