Saving Settings from one project to another

hi,

I am able to Set and Retrieve settings of a project (say B) when accessing
it through another project A, by creating wrapper
around setting of projectB.However, when i run Project B on its own and
access those settings, the value is null.

Why am i not able to retrieve those settings?
