Using Web Services Vs Using Class Libraries

Hi,

I am new to Web Services.

I am unable to see the difference why someone would use say a Web Service
over a Class Library.

Both support code resuse. This is the main objective.

I know that Web Services can be called from different platforms e.g Java.

But if my environment is all Microsoft based why would I use a Web Service
over a Class Library?

I am looking for some insight into why and when to use Web Services.
