IIS missing Web Service Extensions node

I am attempting to install a web service on Windows XP pro that has IIS 5.1 installed. After installing the 2.0 .Net framework, I ran
aspnet_regiis /i /enable
and all of the .Net mapping extensions appeared as they should, but I am still getting http error 404, file not found. When I had this problem on a 2003 server, I selected the Web Service Extensions node in IIS and "Allowed" the 2.0 framework. This fixed my problem. But on Windows XP pro my IIS does not have the Web Service Extensions node. How can I get it to show?
