VS2005 Licenses.licx C++ CLR console app

I have problems making a c++ clr console app accepting the license.
If I create a c++ windows forms project and add the license.licx file to the
project everything works fine. If I do the same with a c++ clr console app I
get invalid license exception when I try to run the console app. An
app.exe.license is created in both cases. Anyone any ideas?
