Creating a mousehook outside the calling thread

Greetings fellow programmers!

Could someone explain to me HOW to call a mousehook OUTSIDE the calling thread (or program).

Microsoft says following:
HHOOK SetWindowsHookEx(
int idHook,
HOOKPROC lpfn,
HINSTANCE hMod,
DWORD dwThreadId
);

Where dwThreadId is the ID of the CURRENT application (thread).
However, i know it should be possible to monitor messages to ANY active window, OUTSIDE the current application.

I haven't quite yet found out though how to achieve this in C#.
Can anyone give me some sound advice? Thanks!
