.NET Web Service change requires recompile of apps

I am a project manager for a development team building an application using asp.net with visual studio 2005. We have 4 applications built that all share various web services. Everytime a webservice is changed and re-deployed to the web service, all the applications that reference this web service are also required to be re-built and deployed again as well. Is this the way Microsoft intended this to work?
