Fail to register a dll in simplified chinese XP Pro

Hello,

I've created a dll using VS 2005 (eng). That dll can be registered properly
on XP Pro English version and Traditional version. However, it fails to be
registered on XP Pro Simplified Chinese version.

This dll has included the vfw32.lib and using DrawDib functions to draw
images.

Any help is greatly appreciated.
