Need to make a voice application

Hi,

I want to make a website where users can post voice messages. Or I am
also looking at creating an application which can store voice messages
and then I will post these messages on the website.

I feel that .NET is best suited for such applications and also heard
that it have some support for voice.

Can ppl please guide me with few pointers on :-

1. Which one of the above options is better ?
2. Are there any existing applications that I can use ?
3. Which language should I use for the application If I want to make my
own application or webservice ?
