Excel Viewer and XML Files

I am having trouble getting Excel View to display a dynamically
generated xml file. The xml file has a content header of text/xml and
the mso-application progid is set to Excel.Sheet. When I open the page
from a machine with a full version of excel installed the page loads
correctly. If I open the page on a machine without the full version of
Excel but Excel Viewer instead I receive the error "Excel Viewer cannot
display this type of file" any suggestions would be greatly appreciated.
