Anyone know if this is possible with VB.Net

I have a client that wants to use an MDI application to open a default website (not hosted or accessed local, opened in WebBrowser control on a form) and then use the popup URL that happens when you click the default website in another redirected webpage. Basically they want to take a portion of the URL and post it in a new URL that opens another website.
I have tried a few things and can not seem to get the grab to work right. Last thing attempted was "Web Scrapping" that only seems to work for text in html or xml, not the URL. I know there is a way to do it, but having not programmed in VB for more than 7 years I have lost a little bit of my skills. Any help would be appreciated.
