Installing WSE 3.0 (Web Service Enhancements)

I just installed this and just read the 'release notes'. It says under 'known
issues', to install after starting VS 2005. I did not, so it says to use the
Add In Manager. When I invoke the add-in manager I get a blank window with no
indication how to add anthing. I tried running command 'aspnet_regiis /Lv' as
instructed in the notes and received 'command not found'. Anyone know what I
am doing wrong? This is the first time I have tried running any of this stuff
and I am clueless how to proceed. Thanks.
