Missing Image Wizard for Reporting

I'm trying to create a RDLC report and need to add an image. However, the
image wizard is not being displayed when I drag and drop the image control
from the tool box. All the documentation I've read says it should
automatically display. I've even tried re-installing VS 2005; but that
didn't help. There are no error messages to the screen or log files.

Is there a way to verify that the image wizard is installed? Could a
security setting, path setting, etc. affect the security wizard from
starting? Is there documentation on the XML tags to manually key in the
image information?
