Probably the most fine newsgroup for this question is

microsoft.public.dotnet.framework.aspnet

As Cor stated, this would get answered better in
microsoft.public.dotnet.framework.aspnet.

However, yes - you can copy to another server and have the project work.
You can even do this from within Visual Studio (2003 & 2005) using the Copy
Web tool.
