Namespaces/Serialization

Is there anyway of passing a XmlSerializerNamespaces to the Soap
serializer - I've tried putting Form=XmlSchemaForm.Qualified on the web
service attribute with no effect.

Couple of other questions as well...

1. How do I make a root element schema-qualified
2. Any reason why having one element with a different namespace would cause
the serializer to emit it non-schema qualified; I have an element which is
in a different namespace from the majority, I've put
Form=XmlSchemaForm.Qualified, but it's output without the prefix.
