There is no problem to install the .NET Framework 2.0 on Win 98 or Win ME,
but it requires Windows Installer 2.0(or later) and IE 5.01 (or later) in
the target machine.
If you mean the .NET Framework 2.0 Software Development Kit (SDK), I am
afraid it could be only installed to the following Windows platforms:
Windows 2000 Service Pack 3;
Windows Server 2003;
Windows XP Service Pack 2
But if you just want to run a .NET Framework 2.0's application in Win98/ME,
only install the .NET Framework 2.0 should be OK.
