Error of "LOG: Policy not being applied to reference at this time"

Hi All,

I'm using Microsoft logging library to log errors in my vb.net
applications(web service). I put
"Microsoft.Practices.EnterpriseLibrary.Logging.dll " into web.config file for
codebase, the code sample just likes:

<dependentAssembly>
<assemblyIdentity
name="microsoft.practices.enterpriselibrary.loggin g"
publicKeyToken="14c45b235ab55f19" />

href="file:///C:\Packages\ArielDC4\ArielDC\microsoft.practices.e nterpriselibrary.logging.dll" />
</dependentAssembly>
</assemblyBinding>
</runtime>

When I run my application, I got error saying:
LOG: Policy not being applied to reference at this time (private, custom,
partial, or location-based assembly bind).
For some reason, I don't want to put the logging.dll into the bin folder.
Could anyone give some idea?
