Problem with form designer section when adding a component

Hello,
I'm writing an application and in one of my form, I used a COM
component to design a special UI. this component added to the reference
section of project, but when I close the IDE and open it again, in
design part of my form an error displays with this message:

One or more errors encountered while loading the designer. The errors
are listed below. Some errors can be fixed by rebuilding your project,
while others may require code changes.
Could not load file or assembly 'AsmName, Version=10.1.0.0,
Culture=neutral, PublicKeyToken=null' or one of its dependencies. The
system cannot find the file specified.

But when I compile the project, it runs successfully without any error.

When I remove the component from References section, add it again,
close the form and open it agian, the error disappears and form shown
correctly in IDE.

Why?
