Web Service controling windows service

Hy there,
I've created a Windows Service that sends mail at a fix interval (4 hours).
I want to control the windows service to send mail when a event ocures.
Please help me....i've read something about webservice bot i don't know how to implement and control from it (i'm newbie).Any solution is good..
