Migrate from Win2000 server to Win2003

Hi

I'm currently tasked with replacing an old Win2000 Web server (which has a
major hardware problem and is outside of warranty) with a new Win2003 Dell
server.

Is there a simple way of transferring all the websites, settings AND local
users accounts.

It has a mixture of standard websites with FTP access and FrontPage sites
using the built-in FrontPage user security.

I have already tested the IIS Migration tool which worked ok but obviously
it does not transfer the system local accounts; it sets-up recognised
accounts such as Administrators and Everyone but not others such as the IUSER
account. This would also be a problem with the FrontPage sites where the
folder permissions are set by the system.

Is there any solution to this problem?
