Bug in custom build steps

If a custom build step is too large (like 50 lines) the
whole thing gets corrupted.

This did not happen in .Net 2002 or VC6. It only happens
in .Net 2003

We are using unmanaged C++.

If you look at the generated batch file it's all chopped
up. Looks like a buffer allocation bug or something.

I tried to file a bug but could not figure out how.
