WSE 3.0 enchanced web service not running

I wrote a web service with WSE 3.0 enchancements which runs perfectly fine on
my local machine. When I deploy it to a test server I get the following error:

The type or namespace name 'Web' does not exist in the namespace 'Microsoft'
(are you missing an assembly reference?)

Specifically the line:

using Microsoft.Web.Services3.Security;

I have installed the runtime version of WSE 3.0 on this server and the dll
does seem to be registered. When deploying my web service, I simply copied
all the files across and set up a new virutal directory which uses Framework
2.0. on my server.

I have tried installing and uninstalling WSE 3.0 but to no avail. Anyone
have any suggestions? The server is Windows 2000 with Service Pack 4.
