.NET acts different while connected to Internet

Executing a web application (asp.net with visual c#) works at good
speeds while i am not connected to the internet. but after getting
connected, it becomes dreadfully slow.

sometimes it even asks me to file the project with a different name. i
assume it detects the connection and is trying to make use of it for
testing.

but now (i am learning .net now) i log on just to browse through
google archives, so i want to disable the feature that detects the
connection.

if there is some other reason for the IDE to become so slow when i
connect to the internet, please enlighten me
