problem with IDE... has anyone else seen this?

Sometimes when I reboot, my W2K box hangs on 'saving your settings...'. I've
learned by now not to power down the computer when it's doing this, but just
wait the three minutes it will take to time out or whatever it's doing.
Eventually it will reboot, and I will find that my desktop icons are
autoarranged. While that in itself is really annoying, when I open the VS.Net
IDE, the way I had my docked windows, the task list tokens, option strict on,
menu buttons... *all* my settings are reset. It's terrible.

Someone please tell me this is behavior that is known and can be fixed without
moving to XP. :(
