Need an ADA compliant grid on a web page

I need somewhat of the functionality of the GridView, but I understand that
the GridView requires javascript to do a postback so it cannot be made ADA
compliant.

But as I work for the government, I'm required by law to have my web pages
ADA compliant.

What I want is what looks like a grid on a web page that can contain a
couple columns of data and an "Edit" link to go to another page to give the
user the entire record to update.

I don't need to hear that this is harder to do than a GridView, we all know
that.

I'm looking for the best way to implement this. Or at least a good way to
implement this.

I have single record forms in ASP.NET 1.1 that are compliant so ADA
compliancy can be accomplished, I just don't know how to do a grid using
ASP.NET 2.0.
