Packaging software

Hi,

I'm trying to package a product and would like to know what people
think is the best packaging software around. Here are the needs and
wants:
Needs:

1. cater for Visual Studio 2005 Pro developed programs (C Sharp
especially).
2. have the capability of installing the latest .NET framework if
necessary (i.e when not present at install time).

Wants:
1. Have some sort of trial software license key option.
2. Have the ability to fix certain parameters at install time which the
installed program will use at runtime. These parameters should be based
on options chosen at installation time (ijn install process).
Could you give me what you think is:

1. Best freeware option. Single software or combination of software.
2. Best pay for option. Single software or combination of software.
