uninstall problem

Hello
i need to write some uninstall utility
the program should detect the os,and some program version
(in registry),
and according to this ,go to correct dat file and delete
the files and registry (on dat file i have all the
registry key and files path to delete)
any one can help me how can i start to write this utility?
