Making an IME-like or an IntelliSense-like helper for applications

Is this possible with C# or do I have to resort to using C++?

A helper app, which would perform a bit like IntelliSense in Visual
Studio or an IME.
Eg. you could write something for example in Notepad and if you had the
helper running, it would display something like the function list and
such in IntelliSense, but in notepad (or word, or any other app for
that matter, just like an IME)

I was planning to use the IME stuff at first, but that seems to need a
very hefty amount of C++ code, so I tried looking into alternative ways
of implementing this. I've been trying to search MSDN, google and
newsgroups with no avail.
I'd greatly appreciate any input.
