IE toolbar doesn't show under XP?

I'm lost.

I've built a toolbar for IE that is based on the BandObjectLib, and it works
fine under Win2K and Win2K3.
When I run under explorer, the toolbar name appears in View..Toolbars, but
when I select it, the toolbar does NOT show, and the item is NOT checked.

Any ideas? Or any examples people have of toolbars that DO work under XP?
