USB Not Working - .NET Framework

When I connect any device (digital camera, USB Memory stick) to the USB port
, i cannot get the device to function.
It will create the 'Remove the USB Device Safely' popup however.
In device manager all the USB related items are running properly.
It just doesn't open up the usual selection menu - where you are asked if
you want to open folder, view photos etc.

I have tried updating drivers, but this does not work either.
CUSTOMER PROVIDED SYSTEM PROPERTIES
O/S: Windows XP Version 5.1 Build 2600 SP2
Br: IE 6.0 SP2 Build 2900
Country/Region: Ireland
