ClickOnce sigining, security getting checked by default during publish

For some reason in my visual C# 2005 express installation, when ever i
publish even a simple app, in the properties, the "sign the clickonce
manifest" and the "enable the clickonce security setting" get checked
automatically .

Even if I uncheck it, it gets rechecked when I try to publish it. (with
a temporary certificate)

I have the app not check for updates and just install from CD, is there
any global setting that is causing it get checked?

Any inputs much appreciated.
