Web Service Thread Deadlock?

We’re having the following problem with a WS running on .Net 1.1 Framework.

We connect one client WS to another client WS by going through a central WS
acting as a validator. Every so often one of the WS clients hang and receives
a timeout message. Thereafter, client 1 can no longer connect to client 2,
though client 1 can connect to the central WS. Client 2 can connect to client
1 and the central WS. The central WS can connect to both clients.

Stopping and restarting the IIS does not free the blocked connection. The
deadlock/no-connection remains. What does solve this problem is – opening the
web.config file on the central WS. Editing it, and then saving it back to the
disk. Afterwards the system works as usual.

Though we cannot produce the events leading up to the deadlock, we have done
the cure enough times to know that it is not a fluke. Is anyone familiar with
this phenomenon? Any ideas? Suggestions?
